The Ugandan government, through the Amnesty Commission, has granted amnesty to 75 ex-combatants (including captives and defectors) associated with the Allied Democratic Forces (ADF). These individuals, who underwent rehabilitation, were part of the heightened Operation Shujaa and were rescued from the eastern Democratic Republic of Congo.
The group comprises 24 Ugandans, 48 Congolese, 2 Burundians, and 1 Tanzanian. Defence spokesperson Brig. Gen. Felix Kulayigye expressed gratitude on Friday, thanking the Bridgeway Foundation for its partnership with Uganda in ensuring that these former abductees are given an opportunity for a new life and a secure future instead of remaining in captivity.
After undergoing rehabilitation and counselling, the 75 captives and defectors will receive support to embark on a new life, utilising the vocational skills they have acquired. Kulayigye emphasised the importance of providing these individuals with the tools and skills necessary to reintegrate into society as productive citizens.
Nathan Twinomugisha from the Amnesty Commission shared that certificates have been prepared for the Ugandans, enabling them to live normal lives. The rehabilitation process also included an emphasis on promoting a peaceful understanding of the Islamic religion.
According to a statement issued by the commission, the rehabilitated individuals expressed gratitude towards the government and the Uganda People’s Defence Forces (UPDF) for their support in rehabilitating and counselling them. One former female speaker, who spent time within ADF camps, stated, “We have learned the true Islamic religion and its true and peaceful nature.”
Equipped with skills acquired during their rehabilitation, the ex-ADF captives demonstrated their newfound abilities, including tailoring, baking, and liquid soap making. Their aspirations reflect a desire to become better citizens, build great families, and engage in business for a more promising life.
President Yoweri Museveni has directed that these former ADF rebels, whether surrendered or captured, share their experiences and provide insights into the activities of the ADF.
