Dr. Robert Floyd, the Executive Secretary of the Comprehensive Nuclear Testing Ban Treaty Organization (CTBTO), emphasized the importance of safeguarding Uganda’s nuclear testing facilities.
This was during a meeting with officials from the Ministry of Energy held at the main Minerals Development Programme boardroom in Entebbe, focused on assessing the current state of nuclear testing facilities located in Mbarara, Buhweju, and Fort Portal districts.
Uganda, the second member of the East African Community to host an International Monitoring System facility after Kenya, ratified the Comprehensive Nuclear Testing Ban Treaty.
During his visit, Dr. Robert Floyd urged the Ministry of Energy officials to prioritize the security of these critical facilities.
“As a member of the CTBTO, Uganda plays a vital role in upholding the treaty. It is imperative to ensure the security of our nuclear testing facilities,” stated Dr. Floyd.
State Minister for Energy and Mineral Development, Peter Lokeris, highlighted the government’s commitment to the treaty on nuclear testing, acknowledging its significance in promoting international peace and security.
“We value the Comprehensive Nuclear Testing Ban Treaty and recognize its importance in fostering global peace and security,” affirmed State Minister Peter Lokeris.
However, Dr. Fred Tugume, the acting Commissioner for Geological Surveys in the Ministry of Energy and Mineral Development, pointed out challenges in the implementation of the treaty within Uganda.
Limited participation of energy ministry officials in decision-making at higher levels was identified as a hindrance.
“While Uganda is a member of the treaty, implementation faces obstacles due to limited involvement of energy ministry officials in decision-making processes at higher levels,” noted Dr. Fred Tugume.
Dr. Isaoah Tumwikirize, Principal Geo-Physicist at the Ministry of Energy, and Gad Turyomurugyendo, Lead Analyst, also contributed insights during the meeting, addressing various aspects of the country’s involvement in the Comprehensive Nuclear Testing Ban Treaty.
As Uganda strengthens its commitment to international agreements on nuclear testing, the call to enhance security measures underscores the nation’s responsibility in maintaining global peace and stability.
The collaborative efforts between the CTBTO and Ugandan authorities aim to fortify the security infrastructure surrounding these vital facilities.
